I'm in the process of refinishing my living room and need to remove the existing peelable wallpaper. An employee at my local Sherwin-Williams Paint store told me all I need to do is peel off the vinyl coating and then apply a layer of sizing over the paper backing before hanging the new paper. Common sense tells me I ought to remove the paper backing as well as the vinyl coating. Could you clarify this for me? Thanks!

That employee is a classic example of a poorly trained and highly ignorant person. I would expect better advice from a "pro".

You should remove 100% of the old wallpaper prior to papering again. Refer to the wallpaper faq sticky at the top of this forum for advice. And also go back to SW and give the clerk and his manager an earful. From SW's own website, "Walls with old wallcovering: Remove, patch, sand and clean."

The water in the sizing will loosen the paste that is holding up the paper backing. The moisture from the new paper/paste will further weaken the old past. Then the paper starts falling down.
