I have replaced the bulbs in the ceiling lights however even with new bulbs they remain dim. Would the transformer cause this to happen.

The transformer (ballast) will cause this. If you have installed new tubes, and verified the wiring between the ballast and lamp sockets match the diagram on the ballast, then a safe bet would be to swap the ballast.
