Insulation, Radiant and Vapor Barriers - Improving loose fill attic insulation

My attic is filled with loose fill insulation. The home inspector suggested that I up the R value. what is the best way to do this?

Should I simply add more loose fill, or could I roll out insulation over top?

Would there be any reason to remove what is there?

If I wanted to make a storage area, should I replace the insulation beneath or simply nail plywood over top?

You can have more insulation blown in or you can use batts of unfaced insulation over the existing (easiest).
There is no reason to remove any insulation that is there.
If you decide to floor an area, you can simply nail plywood over existing insulation, but do NOT compact any insulation. That defeats the purpose of it.
Fill underneath the plywood with bags of loose insualtion poured on top of the existing, if necessary.
