For Atlanta's climate, is it recommended that felt or plastic is used behing Hardy plank. Why would one be used over the other?

Vapor barriers are normally put on the inside of the heated space only. If you put felt or plastic on the outside, it can trap moisture in the walls.
House wrap that is water-proof, but can "breathe", such as TyVec or TyPar are better for putting under siding.
