I am insulating the 2x4 exterior walls in my home with R-13 Owens-Corning Fiberglass insulation w/Kraft Faced Vapor Barrier. My home also has 1/2" foam board on the exterior under the vinyl siding.

Do I also need to install a plastic sheeting vapor barrier? 4mil/6mil?

If you use the Kraft faced, you do not have to put up the plastic. If you use unfaced insulation then you have to put up the plastic. The advantage to using unfaced insulation with the plastic is that you usually get better coverage with the plastic, especially if some of the wall cavities are different in width.
