Painting - peeling paint - help!

we painted our kitchen with a high-gloss latex about a year ago but...gulp...didn't prime beforehand. I KNOW, I KNOW - really stupid!!!

now we want to re-paint in a different color but the old paint is peeling off. it started peeling when we pulled painter's tape off of it after painting our cabinets...

what do we need to do before re-painting? peel all the old paint off? or can we sand the edges of the peeling portions and just prime and paint over the top of that?

When paint peels, it means if either failed to bond initially or the bond failed later on as when water intrudes from behind the film.

Removing the failed paint is the best course of action. Scrape off the failing paint. Whatever is left can be sanded to a feather edge. Then clean the entire surface with mineral spirits and cloths to remove all the grease, grit, and grime that accumulates over time.

Alternatively, you could strip the surfaces with a chemical stripper. This is likely the most successful course of action.

With a clean surface, apply a high quality primer such as: Zinsser 123, then paint with a top quality paint, as you have selected.

After doing what Chris said, the scraping and sanding, look into a product Zinnser makes called Peel-Stop. This might help.
