All that remains of the underbody spare holder is a short length of frayed cable.

Does anyone know if the cable is replaced or do you change the whole crank unit.

one part# fixes it (whole assembly)

hit a junkyard(if it's thawed out yet), you'll get the hanger and tire at the same time. (you can see it only a few bolts)
