I have a garden tub with whirlpool style jets. The only way I can shut the jets off is to flip the circuit breaker - pushing the button in the tub no longer works.

In the past, I've seen a repairman take the button out and blow in the air tube, but I tried this with no luck.

Any suggestions on how to fix this problem?

You removed the pushbutton from the "circuit" by blowing into the tube, but you still have the problem.

So, it's either the tubing or the pressure switch.
