I am new at this so am wondering how this is done. I want to put electric heat under the tile floor, what has to be done in the right order? There is 3/4 inch plywood down on 16" centered 2X10 joists. Do I put the electric cables down first and then some kind of mat before I tile?

alot of it depends on whos system you are using.Many of the electric cable systems can be set right over with thin set and the tile.By MAT im not sure if you mean heating mat or crack isolation membrane. I would also suggest that you add a second layer of either ply wood or backer board for stability.
Crack isolation membrane are reccomended but not required.Look for one that can tell you what their R-value is if installed over the heating system.
