I want to take down a badly marked large slab of hardwood (it will end up as the top of a workbench) Can I use an electric planer, or will I end up with 3" grooves. Should I just belt sand?

A solid slab? Pretty unstable.
I'd run it through the table saw first and make strips out of it, 1-1/2" to 2' wide, then assemble them in opposite directions -- one up, one down, the next one up, ... Your work bench top will stay flatter.
Planing it with a power planer will probably leave ridges -- take those out with the belt sander.
