Can anyone offer any tips and what materials/treatment to use in constructing a shelving unit that will live outdoors? I thought about buying one of those metal shelving units but they run over $100.

To make a shelving unit, just the materials will cost you around or more than $100.00. I wouldn't buy a metal one for the outdoors, due to the obvious problem of rust. You can use Cedar, but no boards wider than 6". If they are wider, you'll have to glue them edge to edge.
If youre not looking for something nice, you can buy Marine Plywood. It will run you a lot more than $100.00

perhaps some powerful weather treatment for cheaper materials such as MDF or plywood?

MDF is a highgrade of particle board. Wouldn't even last one year. Regular plywood will rot over time. Most of the time, the cheap way out will cost you more money in the long run when you end up redoing it

Depending upon where you live, "If it gets cold" The plastic will crack.
