I am finishing my basement and I want to tile the bathroom. The problem is that the floor in the rest of the basement is about 1 -5/16" high because of the subfloor and flooring. If I tile right on the concrete there will be a good size step. Can I put a plywood subfloor on the concrete and tile over that so I can bring the tile closer to the other floor? If I can what would be the best way to lay the plywood and do I need to seal the concrete first?

The best way I can think of is to pour a 1" bed of concrete. The other 5/16 will be made up with the tile and thinset.
