Is there a rule for how many feet of baseboard is proper for a 28' x 32' basement?

I want to run a new zone for a finished basement with R13 on the floor and R19 mon the walls. The ceiling height is 8' and the walls are 6' in the ground with 3' exposed to the weather.

I want to know whAT THE CORRECT AMOUNT OF BASEBOARD TO RUN FOR AN OIL HOT WATER SYSTEM. NEW BOILER GOLD SERIES WEIL/MCLEIN.

A basic design rule that I have used, is 35BTU per square foot of living space. This assumes average (code minimum) insulation, windows, doors, and 8 foot ceilings. If you want it a little toastier, or are just cautious, raise the BTU's a little. Keep in mind that the more BTU's you use, the higher your heating bill will be. I do not have any formulas for BTU ratings per linear foot of baseboard heating, so you may need to contact the manufacturer for that info. I also cannot tell you if adding a new zone will overload your existing boiler's BTU rating, or it's electrical rating (too many zone valves can overload the internal boiler circuitry). I would check with your owners manual and/or your manufacturer for that info.
