There is wallpaper in every room and in some rooms there are 2 layers. I am trying to take off wallpaper (2 layers) and found that it was applied to sheetrock that was not prepped. The first layer left a thin layer of paper behind which is on top of a second layer of wallpaper that has a raised velvety type of wallpaper. This wallpaper is stuck to sheetrock and the only way to take this off is to take a layer of paper off of the sheetrock. I used a wallpaper score and now have lots of little holes in the wall. It is a mess. Is there a way to paint over the paper that will not come off? What about painting over the wallpaper? Is there some kind of skin I can put over this entire wall to cover all of the blemishes?
HELP!!!! WHat can i do?

Seal the walls with a good quality heavy bodied oil primer. Allow to dry for a day or so. Then smooth out all the rough or uneven areas with joint compound. After it all has been sanded smooth, make sure the walls are free of dust and prime it with a good quality latex primer. Then you can paint it.

Some say a latex primer will work for the first step, but I prefer an oil primer that won't rewet when applying joint compound. This effectively seals the wall and creates a new stable surface.

You must keep in mind that if you don't remove the paper, if its unstable at any place on the wall, it may fail down the road no matter what you prime it with.
