I want to hang two bowls and a plate that I have on my bulkhead in the kitchen. I can't find plate hangers that will handle the bowls. I don't intend to use these items for serving, so is there a way I can attach a hanger to the back of the bowls? Would plaster of paris work?

Plaster of paris is not an adhesive. To glue to the finished surface of a plate, try silicone glue for aquariums. You want an adhesive that is suited for a ceramic surface which is essentially not porous.
