I recently purchased a pre-pasted vinyl border for my kitchen. My kitchen walls have a popcorn finish on them. Do I have to sand the popcorn finish down to have a smooth surface to glue my border or can I just apply the border?

Use a stiff 6" putty knife and scrape the wall smooth as possible.
Then prime the area to be hung with wallpaper primer, and then hang it.
