I have a small horizontal B&S engine...m- 80232, t- 0766-01 & c- 80081806. It has a vacu-jet carburetor with slide choke and fuel pump. Whenever I try to start it, it will NOT fire at all, however I can squirt a very small amount of starting fluid and it fires right up, every time, and then runs fine. What could cause this...the carburetor or the fuel pump or both. It is a brand new carburetor.

Hello Jack B.!
Check to be sure the choke is closing off the carb completely. If not, adjustments may need to be made. Also could be a valve clearance issue.

I am glad I read your post carefully enough to see that it is a NEW carb.
While I agree with Cheese that it may be an adjustment issue, I must ask if you have checked the fuel tank and the lines to make sure the carb is actually getting a steady supply of fuel.
If it is it can likely only be an adjustment issue.
