I am looking for info on crawl space access doors to meet federal flood insurance requirements. I am told they have to be hinged to allow water to flow through the crawl space in the case of a flood. Thanks

Ask the person who told you this to refer you to the requirements. This would not be anecdotal, it would be factual.

The surveyor that did the elevation certification told my wife about the hinged doors. My Insurance agent says that there has to be something to this effect (i.e. foundation vents that cannot be closed.) There has to be 1 sq. in. of opening for every 1 sp. ft. of house.
