I want to put a swag hook in a brick encased open air window to hang a small stained glass picture. The underside of the open area is brick. I know I have to use a masonary bit to drill a hole, however, that is about as much info I know.

You could drill a hole, insert a wooden dowel, drill a pilot hole and insert screw. You could drill a hole, insert plastic anchor, then insert screw.
