I have a day and night central A/C unit.
The outside unit fan is not working. Every so ofter it get a surge and make a noise like it wants to start but the fan never moves then it is quite again. I replaced the thermostat recently so didn't think it is the problem. I wasn't here when it stopped working but I was told it made a noise like it sped up then hasn't work since. The unit has a slight odor like maybe something burned. But not really strong.

Sounds like a bad condensor motor.It has probably tripped the breaker or blown the fuse.Recommend a new motor and capacitor, even better change the fan blade too, this would help it last longer.

Mr. Foster is right. I think you smoked the fan motor too. Also -- don't run the unit anymore until you get it repaired to avoid compressor damage.
