I am trying to remove 25 year old wall paper from unpainted dry wall. I have used Dif and also water and vinegar wet the walls but it seem that the dry wall is getting wet. The wall paper seem to be a part of the wall.:confused:

If you have wet the wallpaper extensively, and its not coming off at all, you may need to seal over it. It depends on what you plan on doing next, painting or repapering. Let us know what you plan on doing, and we can advise you on the best route.

to removing drywall. What you do now depends on what type of paper it is and what you want to do.
First - are you sure its paper over drywall? 20-30 years ago pre-printed panels were popular. It was essentially masonite with a wallpepr design printed directly on the masonite.
Is the paper flocked or vinyl or does it have an shiny, metal foil like surface?
Time for my soap box: This is what happens when we take short cuts and try to save time/money. Someone always pays in the end and it often costs more in the long run. This happens a lot in new homes. People hire just anyone to hang paper and a lot of these hangers have no clue as to what they are doing.
As you've learned - nothing beats proper preparation.
