My 18-month old son recently decided to play in the fireplace. Although we have gas logs, he found some ash and pulled it onto the tan carpet. When I tried to wipe it off, it smeared and left a long black streak. Vacuuming and washing with soap & water had no effect.

Does anybody have any cleaning ideas for this?

Ater vacuuming to remove excess ash and residue, you will need to collect white rags and solvent cleaner such a dry cleaning fluid or denatured alcohol. Work from outside stain from middle to prevent spreading. Blot, do not rub fibers. Change rags as needed. If in doubt call a professional.
