i'm not a wallpaper expert, but since no one else seems to be answering your question, i thought i'd throw in my 2 cents.
i've papered over existing wallpaper before, without first priming or anything, which i'm sure is a huge no-no, , but it worked, didn't come off, and looked great, even years later. no problems. you would be basically doing the same thing, so i'm going to say that, in my opinion, i think you can. if it were me, i'd at least prime it first, so the new paper has something to grab onto, especially if i paid a lot for the wallpaper! (i risked failure in my situation, because i paid close to nothing for my paper!)
do you have seams between panels of that wallboard stuff? or is it really just drywall like in a regular house? if so, you could probably use some joint compound & fill them, then sand & prime & hang.
good luck! :)

if you have groved pannels you can use wallpaper liner it's a bottom layer of paper that will pull tight as it drys.
You can also use it on block.
You then install your paper over the liner.
You house prob has batton strips to join pannels so you will need to eather paper the battons or seal the seams or use liner.
The battons are put on with a brad gun so they come off easy.
Use a putty knife and work it from one end to another.

because the water in the paste will loosen the old and cause it to fail. Or if the old paper is vinyl, new paste won't stick.
In you case, you may be ok w/o priming as the wallpaper may be printed directly on the panels.
However, priming increase the chance of a successful job.
