Ok were to start. I've decided to gut one small bedroom upstairs in our 1928 stick built house. Purchased this house 2 years back and decided it was time to start doing the upstairs rooms. Walls are plaster lathe and are cracked, so is the ceiling. Room has only 1 electrical outlet and the ceiling light has a pull chain. I figured it would just be easier to gut it than try to repair it all. Plus I get to insulate the exterior wall. My question is that the house does not have any firestops and was wondering since I have the walls open would it be a good idea to add them now. Also were would be the best place to place them.

Unless you have very high ceilings, the sill and cap plates provide sufficient firestops in stick framing.

Well the room is on the 2nd floor and I've found debris in the basement. This must have fallen down through the walls. I can see the cap plates up top leading to the attic but no sill plates below between the first and second floors.

Sounds like a ballon framed house. The studs run from foundation to roof line and are open the entire way. The floors are attached to the studs for support. Modern construction is platform framed. Each floor is a platform that the structures above rest on.
Ballon framing is the reason firestops were invented. The stud cavities form a natural chimney in the event of a fire and the spread and intensity of the fire are accelerated.

Yes you should add the firestops. Brickeye is correct. I should have clarified platform versus balloon framing, however 1928 is late for balloon framing in most areas.
