My Digital8 Sony Handycam flashes a C:31:42 error when we turn it on. Is there any way to fix this error without taking it to be serviced?

That is a head drum motor error. Is the head drum turning with a tape in it? The unit will have to be taken apart for this repair. Have you taken a camcorder apart before? Give the model number of this unit also since that would help.
