My tenant tells me they can't shut off their radiators. Too hot. I suspect the valve and/or valve stem. How can I fix this? The radiators are 50+ years old (my swag) and covered in multiple layers of paint. The hot water system was bled of excess air. Any help would be appreciated.

If there is a valve on the radiator, what hapens when they turn it?
