I am putting down a glueless laminate over vinyl tile over a slab which I believe may contain asbestos so I can't pull them up. The floor is not perfectly level. There is a bump and according to the install instructions, the floor has to be level. Any advice would be appreciated. Thanks!

Find out what the exact specs are for level of your laminate. then you will probably need a string to find out if your too high or too low. If you are, you may need to get an asbestos abatment team to remove the tiles so you can sand or fill.

Can I apply a plywood subfloor on top of the tiles using an adhesive like liquid nails, then put the laminate on top of this?

If you glue something to the tiles, if something happens to the adhesion on the tiles, it will affect the subfloor.
