Our exisiting deck is about 3yrs old and the joists have shrunk to 9.25" from 9.5" which is normal. However, we are exting the deck out approximately 10" to accomodate a hot tub adding new beams and posts as well. Since the new joists are .25" wider than the existing, which is the best way to "sister" the new joists.
1. Insert the new joists at the current dimension and hope they shrink over time.
2. "Notch" the new joist to 9.25" where the old and new joists lap side-by-side so they slide between the decking and beam
3. Rip all the joist to 9.25"
Any help would be appreciated.

Install teh new joists full width. Use the same type of lumber for the joists as the existing. Don't rip or notch anything -- Give them a summer or two and they WILL shrink to the same size.
