what is the best way to repair ceilings where paint has chipped off and the uneveness between ceiling and paint cannot be sanded smoothly so that the two levels do not stand out.

You can fill the low spots with vinyl spackle or lightweight joint compound and sand smooth with 120 grit paper. Prime and paint.
