This term keeps coming up in realtor searches in regards to wood burning fireplaces...

I can't help you there. I don't know what RTC (or Not RTC) stands for. In my business it means 'required to comply'. If there was a standard of efficiency with wood burning equipment, it might pertain to whether the fireplace was required to comply with clean air standards but somehow that doesn't seem right. You should probably ask a realtor. Then, if you don't mind, come back here and let us know what it really means.
