What is the proper transition from 3/8" engineered floor to carpet on a cement slab?

The transition is called a 'carpet reducer'. One side is rebated to lay over the edge of the flooring and the other side buts right up to the carpet.
I always cut the reducer to size first and then lay it on top of the carpet where I want it and then cut the carpet with a sharp blade.
When you install it, make sure you leave enough room under the rebated side for expansion and put a bead of Liquid Nails under the carpet that buts up to the reducer to hold it down. If this is going in a doorway, try to make the reducer/carpet join halfway under the door.
