We recently moved into a new house and I want to redecorate my son's room. There is a solid color vinyl wallpaper over all the walls, which I wish to keep. However, there is a 4 inch vinyl border at the ceiling level that I want to remove so that I can put another border up. What is the best way to remove the border without damaging the paper underneath?

Removing a border off existing paper without damaging the paper is highly unlikely. I would suggest hanging a new border over the old one using a vinyl-over-vinyl adhesive.
