I am installing laminate flooring in a den and there is a 3 inche step down from the hallway leading into the den. The step down is curved. Is there anyway to make the transition on a curved surface short of filling the curve in with cement to make a straight transition?

If I understand you correctly, a curved stairnose piece will have to be fabricated as well as a curved riser. Matching wood can be used and a good woodworker can make the pieces.
