Is there any special technique for taking wrinkles
out of broadloom? Or do I have to pull up and stretch and cut? Done once by professional but wrinkles back. Really bad throughout house in summer. I don't want to spend any more money and am capable of doing it with advice

Sounds like it was knee kicked both times instead of doing it properly with a pole stretcher.

Yes the rooms need to be emptied of furnishings.
The carpet pulled loose. and then any padding trimmed off the tackstrip. The tackstrip needs to be checked for loose pieces that won't hold a proper stretch without popping loose.
Then stretched and trimed and tucked. Some seams may need to be cut open and remade.

Of all flooring, carpet is the hardest to make look perfect when installing or repairing. It takes a true artist and craftsman to do it without cutting corners and making it look perfect.
