I have noticed that in some cases TSP is mentioned for preping exterior surfaces. I have also read that a solution of 1Cup tide & 25% bleach to 1 gal water is good. When is the use of TSP appropriate?

I recommend bleach and tide for exteriors where mildew might be a concern. That is, any house exterior that will be painted. TSP is an excellent cleanser, but will not kill mildew and mold as will bleach. You need only a bit of tide, maybe 1/8 - 1/4 cup at most. I just pour some in the palm of my hand. Just enough to make a little suds to carry off the dirt and grime. My favorite recipe is bleach 1 qt to 3 quarts of water and a bit of tide. It is caustic, but does an excellent job when used properly.
I recommend TSP, spic and span, and mineral spirits indoors.
