Usually, the instructions on the label say to wrap in newspaper and discard in regular household trash.

I always put a clamp or bungee strap on the valve until all the propellant is expelled (no pressure in can) and then poke a bunch of holes in it with a large screwdriver. Then it goes into the recycle bin.
