I want to use latex paint on my trim and chair rail, which was previously painted with oil-based paint. Any suggestions as the way to proceed or problems that may occur?

Just clean and prime, then paint. There should be no problems.

:) Thanks Chris. Is it necessary to sand between cleaning and prime? What type of primer should I use?

Not necessary to sand between cleaning and priming unless you need to smooth out bumps and runs. Knocking down the sheen on high gloss paint can help, but gloss finishes are not so common as that. If you want to knock down the sheen, use a scotchbrite pad.

I prefer Zinsser 123 primer.
