I am tiling a bathroom floor and wondering what to do around the toilet? Should I lift the toilet out and tile under and if so wht do I do with the plumbing to bring it up to the new floor level?

Pull toilet and tile right up to the flange. That way when you set the toilet back down there is no problems down the road for the new toilet pattern at the bottom.
Don't attempt to lift plumbing. Have a plumber come in and set new flange on top of your new floor or...they make extension rings that bring the flange flush to the new surface of floor.
Personally, I don't install ring extensions; I tear out the old flanges and reinstall the new ones following industry standards.
