Have two Velux skylights in a breezeway, finished inside by building a box from skylight to indoor ceiling...pretty standard.
Due to the fact the skylights face south, this area gets very warm when sun is out and it has been difficult keeping paint on the inside of the Velux frames.......paint seems to shrink and almost just dry up. I need to scrap this off but I need to put the right primer and a finish of one or two coats that can handle an application like this and prevent the frame from mildew in case their is a small amount of condensation during different seasons and provide a good finish that will hold up. Any suggestions?

I would remove all the flaking paint, sand smooth, and prime with an exterior alkyd penetrating primer. Then finish with 2 coats of QUALITY interior or exterior semigloss. Have the paint store add some Dial-X or Mildex mold and mildew inhibitor to the gallon when you buy it. Have them add it and shake it.
