I am changing some 25yr old single hung, single paned windows, for single hung, double paned low E windows. however, said windows are behind brick. what would be the easiest, most cost efficient way to accoplish this? any suggestions would be greatly appreciated.

Removal and replacement will be done from inside the home. You will need to cut any fasteners that are bewteen window frame and rough opening and then install your new unit. Depending on the window size of the new one, you should have minimal repairs to opening when done.
