I have to replace a rotted window sill that is completely gone. I have a vinyl replacement window that sits on the sill. DO I have to remove the window or can I just cut out the old sill and slide in a new one?

This depends on what size the replacement window is. If the sill is to remain, replacement with new wood should be done and then install your window. If the new window was measured to sit below the sill, which is unusual, then you already know what to do.
