candle in glass jar exploded on countertop and continued to burn causing laminate to bubble up (about size of silver dollar)and crack...is there a way to repair...

I don't know the age of the counter, but it might just be easier to remove the complete counter top and replace it with new wood and lamiate, or a prefab counter.

You might also try routing out the damaged part of the counter and installing ceramic tiles which would than act as a cutting board or hot plate etc.
