Does anyone know how to stick pieces of broken china back together enough to use for decorative purposes? (not needed for eating use)

There is an adhesive for this. Contact your local craft shop or "dinnerware" department at your local dept. store. As long as you are willing to accept the fact that it has been broken and that it will probably still be somewhat evident and piece will not take dishwasher or food use you should have no problem.
