I have a dual pane aluminum window in my dining room. When it rains water flows over the window from the roof. A lot of water is getting through. Aside from the fact that I need to install a gutter, do I need to replace the window or should I just try caulking around the outside perimeter of the window? No water appears to be getting between the panes.

I assume that this has been going on for a while. If so, you have major problems!
Replace the gutter -- let's get the water off of the window first.
If the water is getting inside the house, you are only seeing a portion of it -- it's getting inside the wall too!!
I'm guessing that you are looking at not only a window leak, but probably rot in the framing of the wall as well. Best to remove some sheetrock and start checking things out THOROUGHLY!!
Replace the gutter -- let's get the water off of the window first.
