I did a removal trial run on one wall and wanted to make sure I'm doing it efficiently.
I wet the paper with a sponge first and was able to remove the top layer. The next layer came off after re-wetting and using the abrasive side of the sponge for stubborn areas.
The paper and backing came of in one pass near the bottom of the wall because it had been wet longer. It is not possible to wet the wall longer and make this a one step process? I could see that the difficulty may be in keeping it continuously wet for about 1/2 hour.
Also, this is over a tiled area so water on the floor is not a big issue but I have to do some removal over a carpeted floor. How do I keep the carpet from getting wet? Perhaps tape a poly sheet to the base board and lay some towles over the poly? I think using a sponge also creates a unnecessary amount of water on the floor. By garden sprayer what is meant is a simple pump sprayer, correct?

You got everything right so far. Instead of using a sponge to wet the entire surface, use the garden sprayer. A 2 gallon pump sprayer with a wand type tip. Adjust tip to a fine spray, and do a couple passes over the wall, you don't have to thoroughy soak it the first time. Just gradually wet and re-wet until FULLY soaked. This keeps the mess down to a minimum. And it can take up to a 1/2 hour or more before the piece is ready to come off.
Over carpet, tape a piece of heavy plastic to the baseboards, and cover with a drop cloth or something similar.
If it soaks long enough, it could and MIGHT strip off in all one layer. Don't rush the process, let the water do its work before you start scraping and picking.
