we are building a new home and the contractor recently finished the knock-down ceiling in a room...we hate it! is there anyway to get it back to a smooth finish?

It really depends on a couple of things. What was used for the texture, and how was the ceiling preped for the texture? Ask your contractor. There is also the possibilty you may be able to go over it with another texture such as a plaster, real or simulated, brush, hay or swirl pattern.

If it is unpainted, the you can dampen it with a sponge or mist it with a spray bottle, let it sit a minute or three and it will scrape of fairly easy, then sanding and touch up, being very careful over the taped joints. If it is painted then to return it to smooth will require to skim it with joint compound, I would recomend getting a pro to do this.

Before scraping, I would do as DonC recomended and ask what it was applied, more than likely it was joint or texture compound.
