I want to convert part of my unfinished basement to living space. Do I need to insulate the unconditioned, concrete floored storage room and workshop walls or should I just insulate the ceiling in these two rooms--they are separated from the rest of the space by louvered doors. I intend to install wall insulation, flooring and a drop ceiling everywhere else downstairs.

You do not have to insulate the unfinished portion of the basement. You might want to insulated the wall separating the two areas and the ceiling of the unfinished basement.
