im building some walls in my basement. is it ok to have the wall frame flush with the foundation? is there a special 2x4 you need for this?

You can use regular 2x4's . Usually the foundation walls are not now or never were perfectly square or plum. Make sure your wall runs straight and plum. For this you will most likely be off the foundation wall anyway.

If the wood touches the foundation (cement, block, brick, etc) it is supposed to be pressure treated. If you hold the framing out by even 1/2 inch, only the bottom plate needs to be pressure treated.
