My sheet rock walls are textured and painted, but the texture is not pointy. Pardon me that I don't know what it's called - they're like rounded bumps! Do I need to sand them smooth before applying wallpaper?

I would smooth them out. The bumpy surface will not allow optimum adhesion of the paer. Sand them if possible, or smooth out with joint compound, or apply a liner paper.
