I am thinking of putting up a low decorative wall in my garden - only 3 bricks high around a flower bed. I need to be sparing with bricks. My DIY book says minimu of 2 bricks for the foundataion - would this apply to a wall as low as this

No - the two brick is for buildings. I assume that your wall is not meant to be permanent!? Probably just stacked bricks?
